Social Studies Teachers

I have been doing a lot of thinking about social studies teachers in two contexts:
Is there an unhealthy bias toward history that is an obstacle for philosophy in our         dialogue?
This one could be a presentation thesis:
Is there an unhealthy gap between our consensus for citizenship education as the aim for social studies and the reality of virtually negative impact in that arena?  Could it be that what we are doing isn’t working? working against? that teaching history doesn’t create good citizens?
